What the text supports
From 30 July 1998, nationality- or foreign-seat-based acquisition restrictions and approval requirements no longer apply. The federal government may reimpose them by ordinance under reciprocity and foreign-policy conditions, except against EU nationals. As of the Bundestag scientific service note of 3 December 2024, no such ordinance had been introduced.
