Nearly one in five private homes resold in Singapore's Core Central Region (CCR) in the third quarter of 2026 changed hands below their earlier purchase price, according to figures compiled for The Business Times by the real estate consultancy Cushman & Wakefield and published on 1 November 2026. The Business Times puts the CCR share at 19.5%, up from 17.7% in the second quarter. Islandwide, 4.6% of matched resale deals were loss-making, or 93 of 2,021, up from 3.7% in the previous quarter and 3.3% a year earlier. The Straits Times carried the same Cushman & Wakefield figures the same evening.
Cushman & Wakefield has not put a matching release on its Singapore insights pages. Every figure below therefore rests on The Business Times account, which The Straits Times reprints, and could not be matched to a Cushman & Wakefield page on 4 November 2026.
The consultancy studied caveats for private homes that had a prior purchase within the preceding 10 years, covering more than 40 quarters, and that were then sold in the third quarter of 2026. A deal counts as loss-making when the later sale price is below that earlier purchase price. The analysis excludes transaction costs and taxes such as buyer's and seller's stamp duties, so the losses are gross price differences rather than net proceeds after costs. The sample is private homes with a qualifying earlier caveat, not every resale and not every owner who stayed put. The Business Times does not say whether landed homes sit inside the matched set alongside non-landed flats, though it separately ranks the biggest percentage and dollar losses among non-landed deals.
The table sets the reported regional shares beside the islandwide count. Changes are against the previous quarter.
| Region | Loss-making share, Q3 2026 | Loss-making share, Q2 2026 |
|---|---|---|
| Core Central Region (CCR) | 19.5% | 17.7% |
| Rest of Central Region (RCR) | 4.5% | 2.7% |
| Outside Central Region (OCR) | 1.6% | 1.3% |
| Islandwide | 4.6% (93 of 2,021) | 3.7% |
CCR accounted for 49% of all loss-making deals in the third quarter, Rest of Central Region for 30% and Outside Central Region for 20%, The Business Times reports. The newspaper also writes that the islandwide 4.6% share was the highest since the second quarter of 2022, when 6.9% of resale transactions were made at a loss on Cushman & Wakefield's earlier reading. An earlier Business Times piece on 3 August 2026, also citing Cushman & Wakefield, had put the second-quarter islandwide share at 4.7% and the second-quarter 2022 peak at 5.3%. The November articles restate the second quarter at 3.7%.
A price index answers a different question. On the Urban Redevelopment Authority's own release of 23 October 2026, non-landed prices in CCR rose 0.3% in the third quarter, after a 1.8% rise in the second. A rising regional index can sit beside a higher share of matched sellers taking a gross loss, because the index tracks overall prices and the consultancy tracks only completed resales that can be matched to an earlier purchase.
Cushman & Wakefield is a private real estate services firm, not a statistics agency. Its Singapore About page describes a full-service commercial real estate company, and its Singapore services list includes agency leasing, capital markets, tenant representation and transaction management covering leasing, acquisition and disposition. The loss-making shares are that firm's analysis of caveat data compiled for The Business Times, not an official Urban Redevelopment Authority statistic.
