Dubai's Executive Council approved an Urban Centres Development Plan on 27 October 2026. The Dubai Media Office release on that meeting, chaired by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, says the plan covers six main urban centres and 42 supporting sub-centres across the emirate. Those 48 centres account for 12% of Dubai's urban area. The release does not name the centres.
The Media Office puts the plan's budget at more than AED 2 billion. It also states that the plan will contribute to an increase of AED 20 billion in the real-estate value of the targeted centres by 2040. That value figure is the government's own projection in the release, not an independent valuation.
The Supreme Committee for Urban Planning and Dubai Municipality are overseeing the plan with other entities, the Media Office says. It describes three pillars for the work. They are quality of life, economic returns, and infrastructure efficiency and cost. The stated methods are concentrating population and jobs around mass-transit stations, diversifying land use, and bringing homes closer to workplaces.
On access measures, the plan aims to raise the share of residents living around metro stations from 52% to 74%, and public-services coverage from 74% to 85%. Those targets appear in the Media Office release as plan aims, not as current construction results.
The same Executive Council meeting also approved a Sustainable Population Planning Policy and a Digital Authorisation System for individuals and companies. This brief covers only the Urban Centres Development Plan figures above.
